Delta State Library, Ibusa Branch Crying for Help


Mention must be made of a branch of Library situated in Umueze, Ibusa by the Delta State Government, the Library exists only as a building than a building in which collections of books, tapes, and newspapers etc are kept for people to read, study or borrow. The kind of Library located in Ibusa is supposed to be public/reference Library but the condition of the Library is simply indescribable. First time visitors to the Library will be taken aback at the degree of dustiness of the Library environment. The Government of Delta State appears to have since lost knowledge of the existence of the existence of the Library, abandoning it to the indigenes of the town. What is the idea behind setting up a Library which cannot be maintained?

The Library was set up in February, 1984 with the objective of inculcating reading habit in the vast students of Ibusa and neigbouring communities but this objective seems to have been defeated with the abandonment of the Library, this building together with the collection of books have become a real eye sore so that it has become highly necessary to advise the state Government to show recommitment and stuff up the Library with relevant materials. The book shelves of the 52-reader capacity are full of books not particularly current, and are most Encyclopedia Britannica (1958-1971) and Year Books. 

The Library itself is built in form of a hall with junior section, a store which is completely empty, except for unfulfilling darkness, adult section, toilets, all purpose room full of abandoned newspapers, Librarian’s office locked up with old and near useless furniture and a notice board empty of information. But for about three users and about three staff found inside the Library, we would have concluded that the entire Library was no longer in use.

All of the indigenes inquired from on the direction of the location of the Library all described its location but added that they were unaware whether it was still functional. Information gathered showed that Government of Delta State has for long stopped supplying books to the Library and the condition of the environment said it all. In 2006, one Dr. Nwanze Okidigbe was said to have supplied the Library with books, the only supply of books the Library benefited from that year, 2007, Books such a The Norton Anthropology of World Masterpieces and Great Tales of Science Fiction and many more found in the shelves of the Library testify to the charity of Dr. Nwanze Okidigbe.

The Ibusa Family Union contributed books to the Library while, in 2008 there was no supply of books of any type to the Library. Credit should be given to Dr. Fredrick Osadebe, President of Ibusa Community Development Union (ICDU) USA Chapter, said to have been supplying the Library with every current edition of The Guardian Newspaper for the past four years running. Several notable literary minded Authors of Ibusa origin have continued to bluff the Library not wanting to make donations of books authored by them to the Library for reasons not obviously known. There are still some notable Ibusa Authors who utilize the instruments of never fulfilled promises and pledges in dealing with issue of charitably giving out books written by them to the Library. A lot of capable Ibusa indigenes have also made promises of developing the standard of the Library in various ways only never to be seen again with their promises. The fence surrounding the building is a dwarf one, Bore-hole cannot be found within the premises of the Library as staff either have to purchase water or trek miles to get some. There are literary minded and well-read Ibusa men and woman who should take interest in promoting the art of reading for the benefit of their sons and daughters in the town, and in the over all interest of the town because education is one reason the Ibusa community is soaring beyond human imagination, this should be maintained if the Ibusa is to remain the giant of Anioma region.

INTRODUCTION :

                              The  idea  of  easy   and   finger  tip access  to  information  began  with  the  introduction  of  VANNENAR  Bush’s Memex  machine  and  gradually  evolving  with  the  advancement  of  Information  Technology.  With  the  advent  of  computers  , the concept  centered  on  large  bibliographic  databases, the now familiar  online retrieval   and  public  access  systems  that  are  part  of  any  contemporary  library. When the computers are gradually  networked   forming  the  internet, the concept evolved  again and the research gradually turned to creating libraries in digital format  and  terms  like  “ virtual  library “, “electronic  library ”, “library  without  walls”  and  the  most  recent  term  ‘digital  library’  have  come. The  rapid  advancements  in  information  processing, storage, and  communication  technologies  have  revolutionized  the  role  of  world  wide  libraries  in  the  disseminating  information  services  to  the  users. The  data   are  now  being  provided  in  the  digital  format  by  the  librarians.

 

                       According  to  Fox  Digital  library  is  defined  as  “ New  way  of  carrying  out  the  functions  of  libraries of libraries  encompassing  new  types  of  information   resources  new  approaches  to  classification  and  cataloguing,   intensive  use  of  electronic  systems  and  networks  and  dramatic  shifts  in  intellectual, organizational  and  electronic  practices.”

                       Some  of  the  common  elements  by  which  a  digital  library  can  be  identified  as  the  most  essentiality  of  today’s  world  as  illustrated  by  ARL   are  :

The  digital  library  require  digital  technologies  and  is  the  combination  of  traditional  and  media  collection .The  characteristics  have  been  gleaned  from  various  discussions   about  digital  libraries  both  online  and  in  print  :

i)  Digital  libraries  are  the  digital  face  of  the  traditional  libraries  that  includes  both  digital collections  and  traditional  ,  fixed   media  collections.  So  both  electronic  and  paper  materials  get  their  importance.

ii) Digital  libraries  will include  digital  materials  that  exist  outside  the  physical  and  administrative   bounds  of  any  one  digital  library

iii) Digital  library  supports  both  formal  and  informal  learning  procedures

iv) Digital    libraries  will  require  both  the  skill  of  librarians  and  well  as  those  of  computer  scientists  to  be  viable

v) Digital  libraries  ideally  provide  a  coherent  view  of  all  the  information  contained  within  a library  , no  matter  its  form  or  format

vi) Digital  libraries  will  serve  particular  communities  or  constituencies, as traditional  libraries  do  now, though  those   communities  may  be  widely  distributed  throughout  the  network.

 

These  characteristics  are  most  logical  because  it  expands  and  extends  the  traditional  library, preserves  the  valuable  work  that  they  do  , while  integrating  new  technologies , new  processes  and  new  media.

 

LIBRARIANS  IN  A  DIGITAL  LIBRARY  :

 

Dr. S.R. Ranganathan    has  stated  that  Librarianship  is  a  noble  profession in  which  he  derives  the  joy  by  seeing  the  dawn  of  joy  in  the  face  of  the  readers, helped  by  him  to  find  the  right  book  at  the right  time. Now – a –days   librarians   equipped  themselves  with the skill  of handling  the  new  technologies. Electronic media like Floppy disk, DVD, CD-ROM   are  replacing  the   books  and  Journals . Thus  the  information  literacy  is  a  must  for  the  librarians   and   so  the   library  professionals  are  now  a  days  more  regarded  as  an  Information  Personnel.

 

The  librarian  must  look  that  these  factors   must  be  present  in  case  of  a  digital  library:

 

Collection  of  services  : A  digital  library  is  more  than  just  the  collection  of  material  in  its  repositories.  It  provides  a  variety  of  services  to  all  of  its  users(  both  humans  and  machines  , and  producers, managers  and  consumers  of  information).  There  are  a large  and  varied  set  of  services  like  support  management  of  collections, services  to  provide  replicated  and  reliable  storage , services to aid in query formulation and execution  etc.

 

The  collection  of  information  objects  :  the  basis  for  a  digital  library however , must  be the formation objects  that  provide  the  content.   The  information  objects   are  found  in  collections  with  associated  management  and  support  functions. The  types  of  information  objects  vary  from  traditional  ‘documents’  through  to  live  objects  or  dynamic  query  results.

                                                          

Supporting  users  deal  with  information  objects: The  librarians  must  assist  the  users  by  satisfying  their  needs  and  requirements  for  management, access  ,  storage  and  manipulation  of  the  variety  of  information  stored  in  the  collection  of  material  that  represents  the  ‘holdings ‘ of  the  library.

 

The  organization  and  presentation  of  those  objects  :A  library  is  created  to  serve  a  community  of  users. Users  who  participate  in  the  digital  library  should  be  aware  of  its  design  and   be  able  collectively  refine  the  design  to  better  serve   their  own  information  needs. Thus  the  usability  of  a  digital  library  depends  on  the  clear    and  unobtrusive   exposure  of  the  library’s  design, its near  term  goals  and  its  overall objectives.

 

Available  directly  or  indirectly:  The  information  objects  may  be  digital  objects  or  they  may  be  in  other  media(like  paper) but  represented  in the  library  via  digital  means (  eg. Metadata) . They  may  be  available  directly  over  the  network  (eg. Using  a  query  service  of  the  library  to  find  and  then  retrieve    electronically  the  information  object)  or  indirectly  (eg.  The  result  of  the  query  may  give  instructions  on  how  to  obtain  the  object  but  that  is  done  outside  the  scope  of  the  library  itself)

 

Electronic  / digital  availability:  Although  the  objects  may  not  be  even  electronic, and although  the  objects  themselves may not be available directly  over  the  network, the objects  must  be  represented  electronically  in  some  manner  through  eg. Metadata  or  catalogues. Otherwise  that  should not be considered  a  part  of  the  digital  library

A Librarian is called the guide, the philosopher and the friend of the uninitiated and the scholar alike. As a duty of librarian, he should follow the second law of library science. It means librarian should try to provide necessary materials to the users.

REVIEW OF LITERATURE

Kennedy (2004) examined in his thesis entitled “Utilization Behaviour and Socio Economic conditions of the users of the Central Public Library in Tiruneleveli District”, stated that the availability of library sources and services might be enhanced by socio economic conditions of the users of the Central Public library in Tirunelveli District. The study revealed that most of the users were satisfied with library services and facility. The researcher suggested that library building might be expanded for more users’ utilization and parking area might be provided for vehicles. The library might be fully computerized.

Ramesha (2004) examined in his paper entitled “Performance Evaluation of Karnataka State University Library Resources and Services: A Librarians Approach that the University library was essential on the part of the library professionals to evaluate and asses the usability of the library resources in the light of the vast amount of investment made in acquiring the information resources and the cost of the manpower in managing the library activity. This paper revealed one such attempt with reference to the university libraries in the state of Karnataka which was a part of Independent India. The present study had seriously considered the lack of manpower as the main cause for the decline in the quality of library and information services.

RESEARCH DESIGN

Out of the 91 samples taken from four rural libraries in Alangulam Taluk.

 The ventilation facilities are poor in the rural libraries.

 The cataloguing facilities are not systematic in the rural library.

 The facilities for accessing the books are improper in the rural library

To run or manage any kind of library, finance is a backbone of it. If it is a rural library, finance is generated from public funds or taxes.

MANAGERIAL SKILLS REQUIRED FOR GENERATING FINANCE

The library staff should be polite and cooperative. The librarian should have attended many festivals and functions in the village. He must avoid hesitation and speak without shyness. The library professionals have to learn about all information in the village. The library staff should satisfy all requirements of the users and to arrange extension activities such as reader’s forum, reading circle, books exhibition and library week celebration. The librarian must know the users psychological behaviour and their attitude. Staff is regarded as most important part of any type of library. The success of the library also depends upon the efficient staff.

SUGGESSTIONS FOR IMPROVING FINANCE

1. The library staff must be polite

2. To speak boldly

3. To use word is an attractive manner.

4. The library staff members may involve all functions in the village

5. The librarian must find out requirement of the users as well as fulfill their requirements

6. The library professional should have efficiency to guide the reader in proper way.

7. The attitude of library staff should be very friendly with users and rural people.

8. To create awareness about library service and facilities for rural community.

9. The library staff should provide extension service in rural libraries

CONCLUSION

From the study, the investigators observed that the success of the library also depends upon the efficient staff. The library finance is generated from public funds or taxes. The Generation of Library finance and resources depends upon the well qualified managerial skill staff members with efficient managerial skills. The library staff should have attended many festivals and functions in the village and know the users’ psychological behaviour and their attitude for generating finance and resources.

Growth of Library in Rural Area


INTRODUCTION

Rural libraries established fact that 70 percent of Indian population live in rural areas. Our central government is trying to restructure the rural areas in all five years plans. The results of the plans show that there is an improvement but it is not as expected as in the plans. There are many factors involved in restructuring the rural communities. One among them is to establish the libraries at rural areas to provide right information to the right user at right time.

OBJECTIVES

It infuses awareness among rural people of the sources of information and encourage them to make extensive and comprehensive use of information stored in a library;

It takes care of economic, educational, social and cultural information needs of the local population;

It converts uneducated/illiterate and non literate into potential library users;

It provides information on employment opportunities on various fields;

It guides, and counseling direction on all matters public hygiene, family planning, legal matters etc.

The public library coordinates with other organizations and institutions in the community and creates a comprehensive database of all information relevant to the community.

PUBLIC LIBRARY MOVEMENT IN TAMIL NADU

The Madras Public libraries Act, 1948 the first of kind in India was brought into force from the year 1950. Under the provision of this Act the following units are functioning in this state:

1. State Central Library (connemara Public library) -1

2. District central Libraries -18

3. Branch Libraries -1568

4. Mobile Libraries -12

5. Part time Libraries - 649

6. Rural Libraries -1492

Under the jurisdiction of these libraries the following services are rendered;

1. Mobile library service

2. Home Delivery service

3. Library service for children

4. Library service for prisoners in jail

5. Library service for estate workers and remote settlers on the hills

6. Library service for police personal

7. Hospital Library service

8. Rural Library service.

RURAL LIBRARY SERVICES

The fundamental aim of the rural library is to provide timely, pertinent, accurate and reliable information services to all the rural populace. The following are some of the important services that may be provided;

A. Information with emphasis on; Local history, local commerce and Industry, local Agricultural products and local places of tourist attraction and facilities, local and general employment opportunities, Statistics- Government and private and Career development information;

B. Information about Census: Population- Male, Female, Age group, Literacy, percentage, professionals, Rural and urban Forest etc. and National Resources.

C. General information on State and the country.

D. Cultural activities are- arranging lectures by eminent persons on different subjects,

Dramas, debates etc.

SERVICES IN RURAL AREA

The network of rural and mobile libraries should used to a greater extent for the dissemination of information to local communities.

The potential of the library in rural areas to support rural business by the provision of employment and training information needs to be exploited in consultation with the economic development staff of the planning Department. It is suggested that the experiment of providing small libraries in village shops.

ADVANTAGES OF RURAL LIBRARY SERVICE

The rural library helps different sectors of the community by providing right information to the right reader at the right time. For example, it will help children to create reading habit, unemployed youths to get better jobs and farmers to improve agricultural production. Libraries of all countries are functioning for social development by extending these activities and services, sharing books, extension lectures on various topics such as child labour, epidemic diseases, reading habits and environmental protection

RURAL LIBRARIES IN PRESENT SCENARIO

 The number of news papers available in the library is not sufficient.

 The required books are not available in the library.

 The required GK books are not available in the library.

 The number of reference books available in the library is inadequate.

 The number of periodicals available in the library is not sufficient.

 The furniture’s are uncomfortable in the rural libraries.

 The space of reading hall is very small.

 The parking facilities around the library are inadequate.

 The working hours of the rural library in convenient.

 The ventilation facilities are poor in the rural libraries.

 The cataloguing facilities are not systematic in the rural library.

 The facilities for accessing the books are improper in the rural library

SUGGESTIONS AND RECOMMENDATIONS.

In order to maintain and raise the growth of library in rural area, the following suggestions may be found useful.

1. The Government may take steps to extend the library building to invite more readers.

2. The Government shall take steps to build shelters for cycles and motor bikes for the visitors.

3. The Government may take steps to build reference hall in the rural library for utilization of reference books.

4. Library working hours may be framed according to the convenience of users.

5. The library may be fully computerized so that users can easily access the books and the

Library staff can maintain the transactions very easily.

6. The books available may be brought online, so that users can access information from home itself.

7. The network of rural library should be used to a greater extent for the dissemination of

Information to rural communities.

8. The Government may provide water supply and light facility in the rural library.

CONCLUSION

From the above, the study has been observed that the public library movement in Tamil Nadu, rural library services and rural libraries in present scenario. It also indicates the rules and regulations for establishing the library in rural area. Now a day’s library is important part in the world. The library gives more information to rural community and its help to development of rural area. So the government should take steps to growth of library in undeveloped area.
